Layer loss may not appear in the Summary EP Table loss dashboard if none of the summary return periods have non-zero loses.

Summary	Layer loss may not appear in the Summary EP Table loss dashboard if none of the summary return periods have non-zero loses.
Description	Losses are only being displayed for layers where there are non-zero losses for one of the summary return periods. If the max summary return period is set to 1,000 year and a layer only has losses for points higher than this, the layer will not display.
