Description	This describes a known issue with risk-level reinsurance treaties (per-risk, surplus share, quota share) with multiple tiers that have at least one empty tier. Most common reasons for tiers to be empty are options like LOB filters, that cause a tier to not be applied to the underlying exposure. If one of the tiers is empty, the previous tier will be applied twice, which will cause final treaty losses to be incorrect.
