Description	In geospatial analysis, the gross loss does not correctly reflect location-level participation for locations with layers: losses are accumulated on a coverage basis rather than at the total-loss level. Since participation is applied only at the total-loss level, the adjusted losses are not rolled up into the appropriate layer.
