CLA API calls with the "CAR/EAR" LOB are failing.

Summary	CLA API calls with the "CAR/EAR" LOB are failing.
Description	CAR/EAR is a valid LOB which is not being validated correctly causing the CLA failures. Note that this only occurs with the API. The Touchstone User Interface (UI) is working as expected.
