On importing Workers' Compensation exposure with blank shift percentages, incorrect default values are being applied.

Description	When importing Workers' Compensation exposures with blank shift percentages (day/evening/night), they are not being populated with the correct defaults based on their occupancy code. This will have an impact on subsequent anlaytics.
